The Penguin thought he had left his life of crime behind when he pretended to die and moved away from Gotham City.

They sent him back to Gotham to take over the criminal underworld again, and he had to gather a team to help him.

Some joined him willingly, while he had to persuade others through threats or blackmail.

Now, Penguin is ready to reclaim his city.

Many remember Batman’s early days as him battling the city’s criminals alone or maybe with Robin by his side.

However, there’s a lesser-known story from those times.
